Budget Levels
Backpacker / Budget (30–50€ per day)
Hostels (10–20€) or camping (5–10€), self-catering from the supermarket, Ćevapi and Burek from the street (2–4€), local buses, free beaches instead of beach clubs. Montenegro has an excellent backpacker infrastructure: cheap hostels in Kotor, Budva, and Žabljak, street food on every corner, and many free activities (hiking, swimming, old towns). In the hinterland, prices are another 30% lower than on the coast.
Mid-range (60–120€ per day)
Apartments or 3-star hotels (40–80€), a mix of self-cooking and dining out, rental car or buses, occasional guided tours (rafting, boat tour). The most comfortable way to experience Montenegro. For 100€ per day, you get a nice apartment with a sea view, eat out twice, and can plan one activity per day.
Comfort / Luxury (150–400€+ per day)
Boutique hotels in Kotor or Perast (120–300€), fine dining in Budva, private boat tours in the bay, wine tastings, premium rental cars. Sveti Stefan (Aman Resorts) is among the most exclusive hotel addresses in the Mediterranean — with prices starting at 800€/night. But even beyond that, there are more and more stylish boutique hotels at reasonable prices.
💡 Tipp
Montenegro's biggest saving hack: Eat where the locals eat. In the "Konoba" taverns away from the tourist trails, you get huge portions of grilled dishes, fresh fish, and homemade side dishes for 8–15€. In Kotor and Budva: the side streets instead of the main promenade — prices often halve within 50 meters.
